본 논문은 최근 들어 급증하는 창조도시 논의와 지방자체단체에서 표방하는 창조도시에 대한 정책적 편향을 문제 삼는 가운데, 본래적 의미에서의 창조도시 이념을 제시하고 이를 통해 문화예술경영학에서의 확장된 지평을 제시하는 것을 목표로 한다. 실제로 창조도시는 많은 지자체가 기대하듯이 산업적 효과로 직결되는 것이 아니라, 도시에 얼마나 창의적인 인력이 모여들 수 있는지, 또 그러한 인력들이 어떻게 도시적 매력을 만들어 가는지에 관한 과정과 긴밀하게 연결되어 있다. 그런 점에서 예술의 역할을 이러한 구도에서 새롭게 볼 필요가 있으며, 그 가운데 문화예술경영이 어떻게 도시를 창조적으로 만드는 데 기여를 할 수 있는지를 점검해 갈 필요가 있겠다. 더 이상 관람객을 수동적인 소비자로 보는 것이 아니라 능동적인 생산자로 보는 한에서, 다양한 공공예술과 거리예술의 기획을 통해 이러한 실천은 충분히 가능한 것이고, 또 도시 재생 개념에 따른 예술공간의 논의 등은 창조도시 조성에 주요한 행동으로 일치될 수 있는 것이다.

This study reinterprets the idea of creative city, and aims to extend of it through application of arts & cultural management. Given this situation, increase of discussion about creative city and local autonomous entities' espousal of political inclination to creative city could be a problem.
Creative city is not directly connected with industrial effect, as local autonomous entities expect, actually. It'd rather be closely connected with process of how the city attract creative class, and how the creative class make city creative. At this point, we need to examine the role of arts and how arts & cultural management makes efforts that city be creative. Therefore, performance of planning about public arts and street arts could be possible when we consider audiences as active consumer not passive consumer and art factories discourse according to concept of urban regeneration could be an important course of action
