The purpose of this study is to analyze how construction policy and legislation changes affect construction activity. Construction activity has been measured by data collected from architectural review process prior to building permit. The data showed that sudden increase in the number of cases for architectural review in Gangseo-Gu during the second half of year 2008, and at Suyeong-Gu since 2009. This analysis reveals that the steep increase in the number of cases at both areas are resultants of construction policy and legislation changes during the time period.
