The purpose of this study was to find out a reform device of the old people's of sports welfare based on sports participation actual condition of the aged to induce them to take part in sports activities and to provide basic data to aged's sports welfare.
The study sampled 426 male and female elders above 60 years old. Depending on the data, first, a reform device of the administration and system of the government that were guaranteed autonomy of administration, enlarged operation of information-oriented and scientific-oriented for the aged's sports welfare.
Second, a reform device of the finance support of the government that were enlarged public tax revenue and prepared revenue sources of the local government from enterprise and society group.
Third, a reform device of infra for the aged's sports welfare that was many kinds of factors which facilities factor, coach factor and program factor for the aged.
Forth, a reform device of the concern about sports welfare for the aged. the master plan about sports activities for the aged was far away concern from society, so society gave concern to the aged.
