소그룹 목회는 교인들의 교제(코이노니아)를 통한 공동체성을 강조하며, 수직적인 믿음(하나님 사랑)과 수평적인 사랑 실천(이웃 사랑)의 조화를 이룰 수 있고, 전도와 선교 그리고 봉사의 균형을 통해 건강한 교인과 교회를 이루어 갈 수 있다. 또한 각자의 은사를 활용하여 모두가 섬길 수 있으며, 평신도를 활성화시켜 모든 교인들이 목회에 주체적으로 참여하는 유기적인 공동체를 지향하는 목회이다. 그러나 ‘소그룹 목회’는 이 시대에 새롭게 개발된 목회 프로그램이 아니다. 이미 성서에서 소그룹 목회가 존재하고 있음을 발견할 수 있다. 한국교회 안의 다양한 소그룹 목회 중 가장 전통적인 것은 구역인데, 구역은 일정한 지역을 중심으로 활동하고, 기존의 신자들을 중심으로 모인다. 셀 목회는 그 안에서 진정한 친교가 일어나며, 각자의 은사가 활용되고, 치유와 기적이 일어나는 교회, 그리고 대다수의 구성원들이 열심히 복음을 전함으로써 새 생명이 끊임없이 탄생하는 교회를 지향한다. 가정교회는 훈련된 평신도 사역자들을 세워서 그들이 리드하는 소그룹으로 하여금 교회의 기능을 다하게 하는 것이다. 각 소그룹의 차이점을 살펴보면, 먼저 구역과 셀의 차이점은 구역은 일정한 지역을 중심으로 활동하며, 기존의 신자들을 중심으로 모이는 일종의 닫힌 그룹(closed group)인 반면에, 셀은 비기독교인이 기독교인과 만날 수 있는 열린 공간을 제공하는 열린 그룹(open group)이라는 점이다. 셀과 가정교회를 비교해 보면, 두 소그룹 모두 많은 유사점을 가지고 있지만, 가장 큰 차이점은 셀 목회는 ‘재생산’에 강조점을 두고 있는 반면, 가정교회는 ‘관계 중심의 공동체성’에 강조점을 두고 있다는 점이다. 21세기, 새 시대를 맞이하여 새로운 목회 패러다임을 요청받고 있는 이때에 오히려 소그룹 목회의 회복은 성서의 본질로 돌아가는 것이며, 올바른 교회론의 실천이기도 하다. 소그룹이 잘 되는 교회가 건강한 교회이다.

Small Group Ministry stresses the community spirit through the koinonia of the church members, is in harmony with the vertical belief(the love of God) and the horizontal love(the love for neighbors), and can make the healthy church and healthy members through the balance of service, missionary work and evangelism. And also, it is a ministry to aim a organic community which all members can serve themselves through each gift and participate in independently through the revitalization of the laity. Small Group Ministry is not the newly developed program of current era. Its existence can be already found in the Bible. The most traditional one among various Small Group Ministry in Korean churches is Home Cell Groups, which work around a certain zone and gather with the believers. Cell Church which each gift are utilized forms the true fellowship in itself and aims the church to happen the healing and the miracle as well as to continue the birth of new believers through the most members' spreading the gospel. Home Church is to have the trained the laity stand and makes Small Group Ministry fulfil the church function. If you look at the differences of each Small Groups, first of all, the difference of Home Cell Group and Cell Church is the point, that the Home Cell Group is a kind of closed group to work around a certain area and to gather with the believers, whereas Cell Church is an open group to provide non christian of the open place to meet the christian. Comparing Cell Church and Home Church, both Small Groups have many similar points, but the most different point of them is that Cell Church stresses the evangelism, whereas Home Church stresses the relationship centered community. At a time of requesting a new ministry paradigm for the new era, the 21st century, the recovery of Small Group Ministry is rather to put The Right Church into practice as well as to return the essence of the Bible. The church with Small Group Ministry going well is a healthy church.
