통일이란 남과 북에 세워진 두 정부가 하나로 통일이 되는 이른바 체제 통합에서 그치는 것이 아니라, 제가끔 두 체제 안에서 살아온 구성원들이 새로 들어설 그 통합된 체제 아래에서 국가 구성원으로 함께 어우러져 살아가는 사회통합으로 이어져야 한다. 이런 점에서 탈북자 문제는 통일 이후의 사회 통합을 앞서 경험하고 훈련할 수 있는 기회이다. 이 문제를 원만하게 해결하는 것은 민족의 불행을 미리 막아주는 일이기도 하다. 그리고 우리가 탈북자들을 어떻게 보고 어울리고 있는가 하는 문제는 우리 모두가 지나치지 못할 중요한 과제이다. 이 글에서는 탈북자들에 대한 남한 사회의 수용 양태를 사회 구조의 맥락에서 풀이하고 통일 담론도 새겨보면서 사회통합의 길을 함께 생각해본다. 탈북자들이 남쪽에 와서 겪게 되는 적응의 문제를 규정하고 있는 우리 사회의 구조와 그 변화의 맥락에서 탈북자가 살아가는 그 삶의 모습을 살펴보고 그 삶의 핵심 문제를 논의하는 것이다.

I argue that reunification should go further than a system integration which means unifying two different governments, the North and the South. Rather, it has to be connected to the social integration by which inhabitants of a unified nation get together with harmony. In this vein, we can experience or test social integration before reunification through the issues of North Korean refugee. How North Korean refuges are get along with South Korean and South Korean society is very significant issue that we cannot ignore. In this paper, I will examine social integration and reunification discourse by exploring how South Korea gets ready to receive North Korean refugee. Furthermore, I will discuss the core issues of North Korean Refugees’ receptive capacity by examining how North Korean refugees adapt themselves to new social circumstances and new social structure.
