higher educational market-opening. They also have structural problems of educational competitive power, such as low finance structure, poor educational surroundings, and setting up departments like general stores. Therefore, the reorganization to improve the structural weaknesses the universities have is the top policy priority to secure the competitive power of university education. In the present circumstances, an active countermeasure is found in university education policies. To conduct this policies rationally, the information-oriented of universities was needed, which was propelled by using the assets and resources as its subjects to raise transparency and rationality in university management and to enhance the efficiency as such its study and education of university.
