The purpose of this study was to trace and to critically review the philosophical and educational essence and values of 'Olympic Values Education Program(OVEP) which is a project initiated by IOC and to propose proper methodological and developmental strategies. For doing this, OVEP educational manual, related literatures and cases of olympic education around the world were analyzed for highlighting the educational and practical efficiency. The following things were proposed as the results of this study. First of all, philosophical and educational values of OVEP were grounded in Olympism and its applied values originated by Coubertin and Olympic educators. Second, OVEP program reflects such five philosophical and educational core values as 1) joy of effort, 2) fair play, 3) respect for others, 4) pursuit of excellence, 5) balance between body, will and mind. Third, the following four pedagogical method were proposed for maximizing OVEP: 1) using discussion, 2) using dilemmas, 3) using role play, 4) using small group. Fourth, the following three components should strongly be considered, in order to maximize its potential of OVEP in terms of Olympic movement, 1) informing and educating public opinion and values of OVEP around the world through on-line information and various effective ways, 2) engaging the younger generation, educational institutions, athletes, diplomats, and decision makers in politics in educational and grass-roots Olympic movement all around the world. And various educational programs and kits should be developed for enhancing OVEP. 3) strengthening professional education and re-education for sport leaders and teachers who have an influence on young students and athletes. In conclusion, theory and practice of Olympic Value Education Project(OVEP) would not be a practical task, but also an adventure for promoting humanistic values continuing ancient and modern era. In this respective, OVEP will play an important message role for completing the youth's education which means an ideal as well as goal of Olympics.
