Analysis of Changes in Utilization Characteristics in Forest Projects Based on Forest Roads

The implementation of forestry social overhead capital (SOC) projects requires substantial financial investment; however, achieving efficiency and cost-effectiveness remains challenging. To ensure the sustainable progress of public projects, it is necessary to present specific details regarding the expansion of forest roads and their associated effects. This study analyzed six management planning areas where forest road development and forestry operations were continuously conducted from 2013 to 2022. The analysis revealed that forest road density nearly doubled, increasing from an average of 4.8 m/ha in 2012 to 9.8 m/ha in 2021. The available area for operations expanded from an average of 2,344 ha to 3,941 ha, representing approximately a 68% increase compared to 2012. Forest road utilization was evaluated based on the type of forestry activities at 100-meter intervals from the roads. Further analysis by year, distance strata, and project site areas indicated that 71.4% to 93.4% (average 88.4%) of operations occurred within 300 meters of forest roads. Additionally, it was observed that the majority of forestry activities were concentrated around forest and public roads, underscoring the importance of road accessibility in enhancing the efficiency of forestry operations.
