Improving forestry operational efficiency is a critical issue for sustainable forest management. In Taiwan, the cessation of natural forest harvesting since 1990 and the subsequent stagnation of plantation management have led to significant challenges. With the government declaring 2017 as the "First Year of Domestic Timber" to align with the 2050 carbon neutrality goal, revitalizing the forestry sector has become urgent. However, the current domestic timber usage rate remains below 1%. This study investigates the operational efficiency of harvesting activities in Taiwan, using a combination of field surveys, literature reviews, and GIS analysis. Factors such as road network conditions, slope, and tree diameter were analyzed to evaluate harvesting efficiency. The study highlights infrastructural, technological, and workforce challenges and provides recommendations based on successful practices in Japan. These findings suggest that with appropriate investment and system reform, Taiwan can significantly enhance its forestry productivity.
