우리나라에서 석탄을 연료로 사용하는 화력발전소에서 배출되는 석탄재는 재활용과 해안 회(ash) 처리시설에 매립하는 두 가지 방법으로 처리되고 있다. 석탄재의 재활용과 관련된 법령에 재활용용도가 다양하게 규정되어 있지만, 재활용목표율을 달성하지 못한 상태이다. 한편, 채석장의 지하채굴 공간을 매립하거나 저지대를 성토하는 데에는 다량의 토석이 외부 에서 공급 되어야하기 때문에, 산림환경의 추가적인 훼손이 불가피하게 된다. 본 연구에서는 석탄재의 재활용률을 향상시키고 산림의 훼손을 일으키지 않으면서 채석장 매립용 재료를 확보할 수 있는 방안으로서 석탄재를 채석장 매립재료로 활용 가능한지의 여부를 검토하였다. 결과를 도출하기 위하여 채석장 복구와 관련된 법률, 석탄재 재활용과 관련된 법률, 석탄재 재활용 사례, 석탄재의 환경유해성분 함량 등의 자료를 분석하였다. 자료들의 분석 결과, 석탄재를 채석장 매립재료로 활용하는 것이 가능하다고 판정되었지만, 좀 더 다양한 측면 에서의 검토와 관련 법령의 개선이 필요하다.

Korean thermoelectric power plants use coal as their fuel, and the coal cinders are disposed of in two ways: some of them are recycled and the others are buried in coastal cinder treatment facilities. Though a variety of recycling usages are regulated in the rules related to the recycling of coal cinders, their intention has not reached the target rate of recycling. In the meantime, to bury the exploited underground space of quarries or fill up the lower parts of them, a large amount of soil and stone should be provided from the outside, which inevitably destroys forested environments. In this study, the feasibility of whether coal cinders could be a suitable reclamation material for quarries has been examined, along with improving the recycling rate of coal cinders, and securing reclamation materials for quarries without damaging the forests. To obtain proper results, rules related to the restoration of quarries, rules related to coal cinder recycling, cases of coal cinder recycling, and the data of toxic ingredient contents of coal cinders have been analysed. The results of the analysis prove it possible to use coal cinders as a reclamation material for quarries. But more studies are required on various aspects for the safe usage of coal cinders, and relevant rules should also be improved.
